    Update git submodules
    
    * Update nova-specs from branch 'master'
      - Make 'Feature Liaison' optional in test
    
        The 'Feature Liaison' subsection has been optional
        since I3769eb16fe396404113eba75a64d86e6b3d86f81.
    
        Make the subsection optional as well in a test
        ( tests/test_titles.py ).
