    Add CI test site
    
    This change introduces a lightweight CI test site. All
    infrastructure-related phases point to airshipctl and use the existing
    gating infrastructure while all workload-related phases point to
    openstack-helm-deployments. This allows openstack-helm-deployments to
    utilize the airshipctl testing harness and test workloads provided by
    this repository.
